To me the humor isn't what she's saying, it's that the city council (or any city council, really) has absolutely no rules in place by which to stop her from doing this. Everyone in the room is clearly helpless to do anything until she has her five minutes, whether she makes sense or not.
I find it absurd that it's supposed to be entirely up to her caregivers to keep her from showing up to these things, and if they fail she can literally give this address at every city council meeting until doomsday.
